Vice Admiral Jody A. Breckenridge, Commander, Coast Guard Pacific Area, US Coast Guard
Vice Admiral Jody A. Breckenridge assumed duties as Commander, Coast Guard Pacific Area in July 2009. The Area of Operations for this command encompasses over 73 million square miles throughout the Pacific Basin to the Far Ea st. Vice Admiral Breckenridge oversees the operation of units performing missions in maritime safety, maritime mobility, protection of natural resources, maritime security, homeland security , and national defense.
Prior to this assignment, she served as the Director, Strategic Transformation Team where she wa s responsible for aligning and synchronizing the efforts to transform and modernize the Coast Guard. Simultaneously, she served as Assistant Commandant for Human Resources where she had oversight of the Coast Guard’s HR professionals. From 2005- 2006 VADM Breckenridge served as Commander of the Eleventh Coast Guard District in Alameda, CA overseeing Coast Guard operations in the SW and the Eastern Pacific. During her tenure, the Eleventh District stepped up its interagency collaboration leading to record drug seizures including the M/V GATUN, the largest maritime interdiction in US history, and the arrest of Francisco Javier Arellano Felix, head of the Arellano Felix Drug Cartel. Her initial flag assignment was as Commander, Maintenance and Logistics Command Pacific with responsibility for all mission support in the Pacific Theater.
Vice Admiral Breckenridge’s other career assignments include Coast Guard Deputy Chief of Staff, Commanding Officer of the Recruiting Command, Personnel Command (Officer Personnel Assistant and Division Chief, Officer Assignments Chief), Executive Officer Integrated Support Command Seattle, Executive Officer Base Seattle, Chief, Officer Candidate School, Coast Guard Pay and Personnel Center, Group Seattle Operations Officer, Group/COTP Seattle Assistant Port Safety Officer, Headquarters Marine Environmental Protection Division and National Response Center.
Vice Admiral Breckenridge was commissioned upon completion of Officer Candidate School in June, 1976. She holds a Bachelor of Science Degree in Biology from Virginia Tech, a Masters in Public Policy from the University of Maryland, and a Masters of Science in National Resource Strategy from the Industrial College of the Armed Forces. While attending the University of Maryland, she was elected to the honor society of Phi Kappa Phi and was presented an Excellence in Scholarship Award, graduating with honors.
Vice Admiral Breckenridge's personal awards include three Legion of Merits, three Meritorious Service Medals, four Coast Guard Commendation Medals, Achievement Medal, and the Commandant's Letter of Commendation.
John Duval, National Aviation Director, Austin Commercial LP
John Duval A.A.E. is the National Aviation Director for Austin Commercial. In this role, John is responsible for business development and client relations. Prior to joining Austin in 2010, John's career was entirely focused on airport management. On the national front, he was the Chair of AAAE in 2009/10, governing member of ACRP from 2006-2014 and numerous other aviation committees. He has been newly elected to Chair AAAE's corporate committee and remains a member of the board of AAAE. John served as the Deputy Director of Aviation at Boston-Logan before retiring in 2007. John holds a BS in management and an MBA from Northeastern University as well as continuing education work at both Harvard & MIT.
John Swensson, Advisor to the Board, NCIRE
John Swensson is a Vietnam War veteran. Mr. Swensson had two tours in Vietnam and ended up with the rank of Lieutenant Colonel of the army. He stayed involved in the army after his service After, he received a BS in engineering from the United States Military Academy, a MA in english from the University of Virginia, and a MS in business systems from the University of Northern Colorado. Mr. Swensson then had many positions like the Commander at the Los Angeles Recruiting Battalion, many roles in sales and marketing, a co-producer of the film Fire Birds starring Nicolas Cage, a professor at De Anza College in Cupertino for english, speech, and business, and finally the Dean of the Language Arts Division at De Anza College. He taught a course about the Vietnam conflict where he brought students overseas to Vietnam. He is highly skilled in speaking and has experience with media relations. Mr. Swensson is interested in golf, tennis, and collecting cars. He has lived in Asia, Europe, and Africa. He now lives in California. He has openly talked about his experiences during the Vietnam conflict in other interviews. John Swensson is a very successful and outgoing person.

Dr. Carl Grunfeld, Chairman, NCIRE
Dr. Carl Grunfeld is Associate Chief of Staff for Research and Development, SFVAMC; Chief of the Division of Metabolism and Endocrinology, SFVAMC; and Professor of Medicine, UCSF. Dr. Grunfeld is internationally recognized for his research in the field of metabolic disturbances during infection, working to define physiological changes and their underlying molecular mechanisms as well as consequences to the body. Among the accomplishments of Dr. Grunfeld’s research group are determining the causes of, and developing therapies for, AIDS-wasting syndrome; unraveling the complex issues surrounding metabolic and body composition changes due to HIV infection, antiretroviral therapy, and opportunistic infections, thereby allowing researchers to establish the causes of those changes; and defining the mechanisms by which infection promotes atherosclerosis. Dr. Grunfeld has published more than 280 peer-reviewed papers. He received his BS from Haverford College and MD and PhD from Albert Einstein College of Medicine, from which he received a 2012 Lifetime Achievement Award.
